The KX‑T7730X is an analog proprietary phone — it is not a standard analog POTS phone — and is meant to work with Panasonic PBX / hybrid systems.

It can be used as a programming terminal or operator console in hybrid extension ports on analog PBXs such as Panasonic KX‑TEB11, KX‑TES32
